Food Civil Supplies
& Consumer Protection Department
This department mainly
concerned with smooth supply of Essential Commodities in reasonable rates to
the common citizens. It is instrumental in effective implementation of Public
Distribution System. This Department runs under the Government of India's
Essential Commodities Act, 1955 and Government of Maharashtra's order 1975.
The
Essential Commodities viz. Wheat, Rice, Sugar, Kerosene, Palm oil are
distributed through the Fair Price Shops in the District under Targeted Public
Distribution System. This department
facilitates implementation of various schemes such as mid-day-meal scheme,
Suwarna Jayanti Rojgar Yojna, Antyodaya Yojna, Annapurnna Yojna. It also controls black marketing under of Black-Marketing Act, 1980.
The
responsibility of implementation of Consumer Protection Act, 1986 is also
entrusted with this department. The
separate District Consumer Protection Forum established in this district in -- - - - - . It is headed by President, this forum accepts and conducts
inquiries of consumer grievances and passes appropriate orders for the
redressal of the grievances.

The Government of Maharashtra has started the Targeted Public Distribution System with view to avail benefits of the Public Distribution System to truly needy & weaker section of the society. The T. P. D. S. comes enforce since 1st June 1997. The appropriate and relevant changes are made in Ration Cards System. In new system there are three types of ration cards based on income of family. The norms & types of ration cards are as under-

1.
To get application form from the Setu situated at District Collector
office and Tahsil offices at the rate of Rs. 2/-
2.
Application should be submitted in the name of head of the family.
3.
The application must be submitted to the concerned Setu office.
4.
Attachments :- Proof of resident, Election Card, Electric bill,
Telephone bill, proof of income, proof of age, relevant affidavit declaring non
ration card holder anywhere in the state.

a)
White Ration Card :-
i)
The consolidated income of undivided
family is
Rs. 100000/- and above per annum.
ii)
Applicant
or other member of family having four wheeler vehicle.

family holding above four hectors perennial irrigated land.
iv)
One
of the family member in profession such as Doctor, Lawyer, Chartered
Accountant, Company Secretary, Architect Engineer
b)
Saffron Ration Card :-
i) The consolidated income of undivided family must be less than
Rs. 100000/- per annum.
ii) Applicant or other member of family not having any four-wheeler vehicle. (Excluding Taxi Driver.)
v)
Undivided
family holding not above four hector perennial irrigated land.
vi)
None
of the family member in profession such as Doctor, Lawyer, Chartered
Accountant, Company Secretary, Architect Engineer.
c)
Yellow Ration Card :-
i) The
consolidated income of undivided family is
Below than Rs. 15000/- per annum.
ii) Applicant or other member of family not having four wheeler or
two-wheeler vehicle.
ii)
There
must not be Telephone or cooking gas in the family of applicant
iii)
No
one of the family must not be payer of income tax, sales tax or professional
tax.
iv)
Undivided
family must not be holding above two hector non-irrigated or one hector
seasonal irrigated or half hector perennial irrigated land.
v)
One
of the family member in profession such as Doctor, Lawyer, Chartered
Accountant, Company Secretary, Architect Engineer
Through Public Distribution System various essential commodities are being distributed to the ration cardholders. The fair price shops play important role in the distribution of essential commodities to the card holders. Thus, it plays vital role in PDS.
For convenience of ration card holder Government has adopted the policy, to open Fair Price Shop in every 5 k.m. of radius as well as shop where the village, at least the population 500 of the said village.
The norms for joining the number of units to the Fair Price Shop are as follows-

Procedure for Sanction of
Fair Price Shops-
Whenever requires the prescribed applications are invited through an advertisement in local newspapers by the concerned Sub-divisional Officer or Additional Collector. The District Supply Officer is the licensing Authority in this respect.
How to Apply :-
1. Application form is available at all office of the S.D.O's as well as the District Supply Office at the price of Rs. 5/-
2. The application should be filled in by the applicant himself and it must submitted to the concerned offices.
3. Attachments :-
a) Proof of ownership of the shop or agreement of lease.
b) Various certificates showing financial condition of the applicant such as Solvency, Income Tax Return, Certificate from Bank Deposits etc.
c) Caste Certificate
d) Certificate of Freedom Fighter if claimed by applicant.
e) Certificate or recommendation from District Solder Welfare Board in case of Ex-Serviceman.
f) Educational Certificates.
g) In case of Co-operative Society

License Fees and Renewal
Fees
After selection of Fair Price Shopkeeper the Licensing Authority issues the License in the name of individual or society. License fee for three years is Rs. 100/- and renewal fees for three years is Rs. 60/-. The duplicate copy of License is provided when original license get lost or defaced by charging fees of Rs. 50/-.
Wholesale and Retail License
of Kerosene :-
The subsidised kerosene (Blue Kerosene) is being distributed on saffron and yellow (APL & BPL) type of ration cards through retailers and hawkers. The retail and wholesale license is issued under, Maharshtra Scheduled Commodities retail dealers licensing order 1979 and Maharashtra Kerosene dealers licensing order 1966 respectively. Now a days no new license is issued as the Blue kerosene is being issued on ration cards.
Procedure for Sanction of
License to Retailer & Hawker-
Whenever requires the prescribed applications are invited through an advertisement in local newspapers by the Additional Collector. The District Supply Officer is the licensing Authority in this respect.
How to Apply :-
1. Application form is available at all office of the Tahsildar, S.D.O's as well as the District Supply Office.
2. The application should be filled in by the applicant himself and it must submitted to the concerned offices.

Mid-Day-Meal Scheme -
With view to encourage the students belonging to economically and socially weaker section of the society for attending the primary school and so decrease the rates of dropouts, the Government of India has started the Mid-Day-Meal scheme in 1995.
Under this scheme the Government of India provide 2.300 kg of Rice to the students studying in the standard 1 to 5 who have attendance of 80% in particular month.
